That is ... authority is about serving as the author of the success and failure of it, knowing why it has to be built or grown.
And, whoever you hire (or inherit) to co-write the growth or build is yours to organization.
As to your words, be clear on what you require and request.
To require - to communicate a requirement is to ensure the action_outcome - the assigned accountability for the growth and/or the build is to be completed as stated without harm to self and others.
To request - to communicate a request is to suggest the action_outcome - the assigned accountability for the growth and/or the build can be completed with wiggle room without harm to self and others.
And so, be clear about your requirements and requests - because each suggests what you will supply to assist others in the organization of work so they know what to bring to the organization of work.
Think of it this way ... your organization of work has more than you involved.
Therefore, delegate accountabilities with authority to those involved with you (your stakeholders) in ways that have them co-author the shared production of the agreed upon outcomes and results.
Let them share the NEWS of the day!
Engage, evolve, extend the whole system - whole person approach ... encourage all persons involved to manage systematically (use a fixed plan) and lead systemically (use a flexible map).
